I think YouTube did try to give them back and then turned them off again. There is someone else that doesn't even ask people to go to Instagram or sell thing (need activity over there for sponsors) and theirs says the same as Jess comments does.

I'm pretty sure if youtube is the one turning the comments off it says they're 'disabled'. If the author is doing it themselves it says they're 'turned off'. Jess' used to say disabled but in the last few months they've been saying turned off
