I think in Africa They do things like this. I know one tribe takes Razor blades and Cuts Designs into their childrens Faces.

From the looks of it, she appears Hispanic. As far as I know going off my family on my mother's side, no tattoos are not a cultural thing. But maybe they are wherever that woman is from. Although I HIGHLY doubt that. Why that tattooist didn't turn that woman away and tell her he wouldn't do it is what probably gets me the most about the video.

Poor baby I saw that on the news. I don't think Tayler would go that far. I do think she needs to re-evaluate her stance of piercings and tattoos before they are adults though. Teenagers make a lot of bad choices.
