With the girls being preemies I worry their lack of receptive communication could be vision and or hearing problems which are common in preemies. One of mine had fluid in their ears without infections for months. We got tubes placed and suddenly kiddo began following two-step instructions within weeks. This coupled with them always speaking in that weird baby-talk gibberish they insist on speaking to and around the girls is only going to add to their lack of exposure to language.
By the time the State could step in, if ever since they'll claim to be homeschooling and "religious freedom" will protect them the girls could well and truly be to the point where the neglect simply cannot be reversed.
